For more than 40 years, Andrew has maintained a diverse practice including local government/municipal law, appellate litigation, business and governmental civil litigation, zoning and planning law, real estate tax appeals, employment law, constitutional law, probate law, real estate law, and constitutional law. He has served as the municipal attorney for the Boroughs of Bogota, Maywood, and Norwood, and for the Township of Mahwah. He has been the planning board attorney, zoning board attorney, library board attorney, and special counsel in six other New Jersey municipalities.

Andrew has served as a certified mediator in the New Jersey Superior Court mediation program for civil, general equity, and probate cases and as an arbitrator in the Bergen County Superior Court contract/commercial arbitration program.  He has been appointed by several Superior Court judges to serve in cases as mediator, arbitrator, special master, and condemnation commissioner.

Andrew is the author of numerous articles on legal topics, which have appeared in a variety of publications.  He also has been a presenter at numerous live seminars and nationwide webinars discussing local government/municipal law topics including: land use and zoning law, open meetings laws, public records laws, government attorney ethics, and the law of signs and billboards.

Since 1986, Andrew has taught undergraduate and graduate law courses as an adjunct professor at Montclair State University in Montclair, New Jersey, now in the University’s Department of Political Science, Law, History, and Anthropology.  He also is a legal historian who has published four books and numerous articles and book reviews on legal history.

Representative Matters

  • Andrew has argued five times before the New Jersey Supreme Court and argued or wrote the briefs in many appeals in the New Jersey Superior Court, Appellate Division in cases involving local government/municipal law, land use and zoning law, real property tax appeals, and a diverse range of breach of contract and tort cases.
  • Was one of the lawyers who argued the appeal in which the New Jersey Supreme Court held that the state constitution requires that the state’s annual budget expenditures must be balanced with revenue and not debt to be repaid in future years.
  • Defended in the New Jersey Superior Court Law and Appellate Divisions claims alleging that the municipalities he represented violated the Open Public Records Act.
  • Defended in the New Jersey Superior Court Law and Appellate Divisions claims alleging that the zoning ordinances adopted by the municipalities he represented violated the Municipal Land Use Law and the constitutional rights of property owners.
  • Successfully argued in the New Jersey Superior Appellate Division a rare case in which the court enforced an estoppel claim against a municipality, in favor of the rights of a property owner.
  • Wrote the appellate briefs for the decision holding that New Jersey employees with written employment contracts can successfully assert breach of contract claims based on the constructive dismissal doctrine.
